Perini furnished and installed a 40 MW GE LM6000 PC dual fuel gas and distillate turbine generator set at a remote location in just 10 months. According to a G.E. representative, this was the fastest installation of this equipment he had ever participated in. The plant will provide electric power to the nearby populace, who had been poorly served by the pre-war electrical distribution system. It also provides power for a nearby oil field operation, which is essential to maintaining the efficient production of oil, Iraq’s economic mainstay.

Fuel tanks & treatment system
The project scope included all site preparations, supply, installation and commissioning of the generator set and switchgear. It also included engineering and construction of the plant substation and interconnection, and the design and construction of complete ancillary facilities; diesel fuel containment tanks, fuel treatment and forwarding systems, and a natural gas compressor.
Perini designed, procured, and installed a 40 MW, dual fuel Frame 6 conventional turbine generator package at an existing power plant in southern Iraq. The project scope also included extensive site preparations, construction of electrical switchgear support structures, fuel supply systems, secondary fuel containment, and external fuel storage facilities.

Fuel Oil Treatment Plant
Several challenging site conditions had to be overcome as the project unfolded; the site was constricted with a small footprint for the installations, and the soil condition was poor, which required driving concrete pillars to support the structures. This project was constructed in 11 months.
Generator Rehabilitations
Iraq (Task Force Restore Iraqi Electricity program)

63MW gas turbine rotor
The Perini team assessed and rehabilitated two gas turbine generators to their original rated capacity of 63 MW at another power station in southern Iraq. Unit 2 had been operating far below its capacity, and Unit 4 had been inoperable for several years.

Perini Management Services, Inc. was responsible for all mechanical, electrical, civil, and startup work required for the installation of a General Electric furnished Frame 9E simple cycle, gas-fired turbine/generator for the Ministry of Energy and Industry in Turkmenistan.
FUEL STORAGE INSTALLATIONS
SONANGOL
National Oil Company of Angola
Luanda, Angola
Perini provided the engineering, procurement, construction, and start-up for the expansion of the propane storage and handling facilities at SONANGOL's Liquid Propane Gas (LPG) facility in Luanda, Angola. The project included the construction of two 2,200-cubic-meter spherical storage tanks, concrete containment basin, storm drain extension, new pipeway and piping, pumphouse and pumps, access roads, fire water system loop extension, area lighting, perimeter security lighting, and an upgrade of the gas bottling facility.
S.A.M.I.R. Oil Refinery Tank Farm
Mohammedia, Morocco
Perini Corporation constructed three steel storage tanks for crude oil with associated mechanical and electrical systems. The tanks measured 335 feet in diameter, with a height of 51 feet and a capacity of 750,000 barrels each. MEP systems included crude oil transfer pumps, heat exchangers, condensate recovery system, tank mixers, foam and halon fire protection systems, switchgear, odor control systems, testing, inspection and start-up. Construction included dike walls, site drainage, access roads, guard houses and other miscellaneous structures. Due to poor soil conditions, all of the above was constructed on 7,000 vibro flotation stone columns.
POL Facilities
North Africa

Perini constructed eight bulk fuel storage tanks for the U.S. Navy, Naval Facilities Engineering Command. The contract also included rehabilitation of four existing tanks; construction of dike-bordered containment basins; supply and installation of six miles of underground fuel distribution piping; installation of hydrants and a site fire protection system; construction of various fuel loading, unloading, filter and pumping facilities; extensive electrical work including high and low voltage distribution, and 1.5 million square-feet of asphalt paving.

ELECTRICAL TRANSMISSION AND DISTRIBUTION
High Voltage Transmission Line Rehabilitation
Southeastern Iraq (Task Force Restore Iraqi Electricity program )

Perini assessed and rehabilitated 360 km of 400kV transmission line in southeastern Iraq. The project involved the replacement of the majority of conductor cable along the line, and the replacement of approximately 330 of the 730 lattice steel towers, with repairs to many of the others. Perini divided the project into two equal sections and supervised two subcontractors who were each assigned one of the sections.
The transmission line had been damaged by storms, looting and vandalism, and is located in a remote area with high criminal activity. Perini was required to provide significant security services to protect workers from injury and hostile activity, as well as to protect equipment and installed work from sabotage. The project was further complicated by site conditions which included unexploded ordnance, a high water table that turned the ground to deep mud during the rainy season, and extensive dike and canal networks. Despite these challenges, this project was one of the first to be handed over to the Iraqi Ministry of Electricity as part of the post war Task Force – Restore Iraqi Electricity.

Substation Rehabilitation
Baghdad and South Central Iraq (Task Force Restore Iraqi Electricity program)

Perini conducted a comprehensive survey of 23 medium (33/11 KV) voltage substation structures throughout south/central Iraq, including 11 in the Baghdad area as part of the Task Force – Restore Iraqi Electricity program. Coordinating with the Iraqi Ministry of Electricity, Perini specified and procured replacement switchgear for all of the substations, and recommended needed transformer repairs and building modifications. Perini was then tasked with rehabilitating nine of the substations.
