Perini was selected in March 2004 by the Department of Defense for a design-build construction capacity contract to provide Electrical Transmission, Distribution, Communications and Controls in the Southern Region of Iraq. This program is administered by the Iraq Project and Contracting Office (PCO) in Baghdad. Under this IDIQ contact, Perini has received task orders for assessments of the electrical distribution networks in Basrah, Babylon, and Anbar Province, and for design and construction of new substations. U.S. ARMY CORPS OF ENGINEERS RECONSTRUCTION CONTRACTS

Perini was one of the first U.S. contractors to arrive in Afghanistan to begin reconstruction projects following Operation Enduring Freedom. This war ravaged country had seen no new construction projects for many years, and had barely any resources to draw form in terms of skills, equipment or supplies. Our first project was to provide infrastructure and buildings at the training brigade facility for the newly formed Afghan National Army, near Kabul.

This nine-month, fast-track design/build project was for construction of infrastructure for a 6,000 man training base. Perini provided:

  • new water supply, storage and distribution system
  • wastewater treatment system
  • power supply building with generator capacity up to 5 megawatts
  • fuel tank farm and protective berm
  • underground electrical distribution system
  • tent slabs for temporary housing
  • 30 one-story barracks
  • dining hall to feed 1000 per shift

Additional modifications to the contract were received to provide operations, maintenance and training for the new utilities and to extend the underground electrical distribution system.


Contingency Contracts

Perini has received two indefinite delivery / indefinite quantity contracts from the USACE Transatlantic Programs Center to provide design-build, general construction, and short term operation and maintenance services in countries within the U.S. Central Command’s area of responsibility. The AOR encompasses 25 countries in the Middle East, Southern and Central Asia, and the Horn of Africa.

CENTCOM I – This one-year contingency contract was used primarily for reconstruction efforts in Iraq and Afghanistan. Perini participated in the Task Force – Restore Iraqi Electricity (TF-RIE) program, with specific responsibility for the south/central sector of Iraq. Projects under the TF-RIE task order included: two new installations of 40 MW power generation stations, rehabilitation of two existing 63 MW turbine generators, rehabilitation of 360 kilometers of high voltage electrical transmission line and towers, and assessment and equipment procurement for 23 low/medium voltage electrical substations with complete rehabilitation of 9 of the substations. Other task orders included the repair of buildings at a military base in Iraq, and construction of barracks and administrative buildings at the second training base for the Afghan National Army in Darualaman, Afghanistan. More on military base construction.

CENTCOM II – Under this five year IDIQ contract, Perini continues to support USACE with military base construction projects. Perini is in the early design-build stage for two complete Afghan National Army brigade facilities in Mazer-e-Sharif and Gardez. More on Afghan National Army



U.S. NAVY SUPPORT CONTRACTS

Task Order Contract for Various Construction Services
Engineering Field Activity, Chesapeake

A Perini sponsored joint venture was one of four contractors for the U.S. Navy's Engineering Field Activity Chesapeake (EFACHES) Task Order Contract. The joint venture performed over $71 million in competitively bid contracts to provide construction services at military installations in the Chesapeake area.


Chemical/Biological Systems Laboratory
Naval Surface Warfare Center, Dahlgren, VA

This design/build project is a two-story, 35,000-square-foot research, development, testing, and evaluation (RDT&E) laboratory for Chemical and Biological Systems. The building contains "wet" laboratories, assembly laboratories, a high bay laboratory, offices, conference rooms, exterior loading dock and other support spaces. This building was designed to LEED (Leadership in Energy and Environmental Design) specifications to reduce energy demands and improve the quality of the interior environment.


Undersea Weapons Systems Laboratory
Naval Undersea Warfare Center, Newport, RI

This is a 50,000-square-foot research, development, test and evaluation (RDT&E) facility for the U.S. Navy's program of modeling and simulation in the development of cost-effective Undersea Weapons Systems. The four-story steel and masonry building was constructed in a secure area on an active naval facility and involved demolition of an existing structure and phased construction. The building includes design laboratories, training center (above), and 300-seat state-of-the-art theater.


Construction Capabilities Contract (CONCAP)
Worldwide

Perini was the managing partner of a joint venture for the multi-year CONCAP I contract for worldwide emergency construction services with the Atlantic Division of the U.S. Navy. Under this program, Perini provided rapid response construction services, anywhere in the world, for emergencies related to natural disasters, humanitarian needs, and the peace-keeping efforts of the U.S. government. Perini received certificates of appreciation for its work in restoring power and cleaning up debris at Camp Lejeune, NC after Hurricanes Bertha and Fran; for runway restorations at Aviano Air Base, Italy (above); for a hospital replacement project at Lajes Field, in the Azores; and for engineering studies in Bosnia. Perini was also instrumental in supporting the relocation of Southern Command from Panama to Naval Station Roosevelt Roads in Puerto Rico, constructing seven buildings and a hangar on a fast-track, design/build basis.


Solution Order Concept (SOC)
Guam

Perini recently concluded the Solution Order Concept contract for the U.S. Navy, Pacific Division under which we were one of three contractors who competed for Task Orders based on the best construction "solution" plan for each task. Perini was awarded 36 Task Orders, representing 52% of the total value of awards issued under this contract. The Task Orders were in the areas of general building and specialty construction renovation work on the island of Guam.


Multi-Trade VIII Construction Contract
Guam

Prior to award of the SOC contract, Perini held a five year ID/IQ construction contract with PACDIV to provide new construction, renovation and alteration, and facilities repair work utilizing all trades and disciplines at multiple job sites on the island of Guam.




US AIR FORCE - MISSILE DEFENSE

Upgraded Early Warning Radar (UEWR) Program
California, Alaska, England

Perini Corporation has completed design and construction contracts for Raytheon Electronic Systems at Beale Air Force Base in California, the Cobra Dane facility on Shemya Island, Alaska and at a radar facility in England. The projects are all part of the Upgraded Early Warning Radar Element of the overall Ground-based Midcourse Defense program. Perini provided architectural, mechanical and electrical design and engineering support services for these three projects, as well as construction and construction management.


Short Range Radar - North Warning System
Barter Island, Alaska

Perini designed and constructed a remote unmanned prototype facility to support the Short Range Radar Element of the North Warning System, which replaced the Distant Early Warning (DEWLine) Systems. This project involved construction of a tower, heliport, and emergency shelter; and installation of power generation distribution, fuel supply/distribution, communications, radar equipment, heating, fire alarms, television surveillance, and weather monitoring equipment.


Long Range Radar - Tower Modifications
North Slope, Alaska and Northwest Territories, Canada

Perini modified 10 existing DEWLine radar towers, all above the Arctic Circle, to prepare for the installation of the North Warning System Long Range Radar.




MILITARY BASE CONSTRUCTION

Afghan National Army Brigade Facilities
Darualaman, Mazer-e-Sharif, Gardez, Pol-e-Charkhi

Following our successful design-build project for infrastructure at the first brigade facility for the newly formed Afghan National Army in Pol-e-Charkhi, Perini was awarded a task order to provide buildings and a helipad for the Phase II base build-out at the Darualaman brigade facility. Perini designed and constructed the helipad, brigade and garrison headquarters buildings, a community center, the complete renovation of three existing two-story buildings, and additional power generators, switchgear and fuel tanks. We also constructed 22 one-story barracks for this project. The site was located near the former Queen’s Palace, which sat in ruins on a nearby hill and dominated the local landscape.

Under another contract with the US Army Corps of Engineers, Perini is designing and constructing two additional brigade facilities for the Afghan National Army near the cities of Mazer-e-Sharif in northern Afghanistan and Gardez in the East. The facilities at each site will support a regional brigade and will each include a water treatment, storage and distribution system; a sewage collection system; a prime power plant and site distribution system; a dining facility; administrative buildings and barracks, helipad, training ranges, a communications system, and associated site work. The scope of work also includes the development of a master plan for each base to include additional facilities for future expansion.


U.S. Southern Command Relocation
Naval Station Roosevelt Roads, Puerto Rico

In support of the Southern Operations Command relocation from Panama to the Naval Station Roosevelt Roads, Perini/Jones designed and constructed eight pre-engineered steel structures; seven buildings and one hangar. The scope of work included the installation of concrete foundations, the erection of the pre-engineered steel buildings, interior finishes, electrical, HVAC, fire protection, communications, underground utilities, exterior lighting, curbing and asphalt paving work.


Peace Vector III, F-16 Airbase
Ismailia, Egypt

In support of the Peace Vector Program and the U.S. Army Corps of Engineers, Perini constructed a self-sufficient airbase designed to support a population of up to 20,000 people in Ismailia, Egypt, adjacent to the Suez Canal. Facilities and systems included potable water supply, treatment and storage, wastewater treatment, site electrical distribution, power generation plant, communications system, HVAC system, fire protection system, aircraft flight operation control tower, roads, runways, taxiways, housing, dining and recreation facilities.


Air Force Cantonment and Communications Facilities
Diego Garcia, British Indian Ocean Territory

This project, located on a tiny atoll approximately 1,200 miles south of India, consisted of constructing various upgrades and new facilities at a pre-positioned staging base operated by the U.S. Navy and Air Force. The cantonment facilities included 300 tent slabs with utilities, a 600-man dining hall, large pre-engineered warehouses, water storage facilities, high voltage power line installation, and coral roads and parking areas. In addition to the cantonment facilities, Perini constructed a 5,100-square-foot concrete building to house satellite tracking equipment (a GPS shielded internet facility with uninterruptible power supply), and a 1,600-square-foot concrete building to house amplifier equipment and to support the ARTS antenna. Perini also performed a complete rework of the telemetry system that supplies the potable water for the entire base.The project was accelerated during the build-up to the Persian Gulf War and completed in time to support U.S. forces during Operation Desert Storm.


Thumrait Airbase
Thumrait, Oman


This U.S. Army Corps of Engineers project consisted of upgrades to an existing airbase in a remote desert location in Oman. Perini opened up a quarry to produce construction materials on site for aircraft parking and refueling aprons, roads and parking lots. The project involved the installation of large underground POL storage tanks, pumping stations, and distribution piping; an electrical power generating and distribution system; potable water storage tanks and pumping stations; fire protection system and alarms; the construction of four large warehouses, pre-engineered buildings, electrical generating station, water distribution systems, blast proof ammo storage facilities, and fencing. Perini established a 600-man temporary camp to perform the project over a two year period.


Ovda Airbase
Negev Desert, Israel


Perini Corporation received a Patriotic Civilian Service Award for its performance in supporting the Army Corps of Engineers to construct this secure, tactical airbase for the Israeli Air Force, ahead of schedule. The design/build project required the assembly and support of a work force of 4,500 persons to construct an entire airbase in the remote Negev Desert. The project involved construction of hardened underground aircraft shelters, runways and taxiways, sewer and water systems, electrical and telephone systems, housing, and roads. The complex procurement organization involved over 110,000 different items coming from the U.S. and foreign markets by ship, air, and land.
